What’s a small project? For the purposes of this article, I’ve defined a small project as a project with a budget of less than $30.000 which is generally completed within 2-4 months. Businesses that engage in shorter-term or smaller projects, are generally those that are producing these on a regular basis (my own experience with Island Media is specifically based in digital projects which includes branding, design, development, and advertising). This generally means that often, there are multiple ongoing projects running concurrently – this drives a real need for strong project management. However, historically, project management frameworks have been developed for large scale projects, and while exemplary, it’s not always possible or financially viable to run small projects abiding to the same frameworks.

The impact of COVID-19 on the implementation of construction services is the delay in project completion due to a slowdown in project work. These ongoing projects are constrained by the mobilization and the availability of labour or materials or equipment. To overcome the slowdown in the completion of the project, the work ended temporarily if the project was located in the red zone.

The Project Management Office (PMO) phenomenon in Indonesia is nothing new. The place where I first explored my career in project management was PMO at a telecommunications company. Since then, I sense the growth of PMO in several other companies in Indonesia. My research on the Indonesian PMO Phenomenon in 2020 has shown a positive perception of PMO presence in companies. Furthermore, the birth of the PMO community honors PMO practitioners' aspirations in Indonesia.

In risk management, the black swan event is well-known term related to unknown risks that was introduced by Nassim Nicholas Taleb, a finance professor. He argued that black swan events are impossible to predict due to their extreme rarity, but they have catastrophic consequences.

Some recent data from the Standish Group research outlines high failure rate of software development projects [1]. Successful projects for the last 5 years take the success criteria as follows: on time, on budget, and with satisfactory results. The Standish Group also identifies the success rate of IT projects [2] as follows:
